Blair's Protection of Elite Paedophile Rings Spells the End For His Career

NATO boss and Blair government insider Lord Robertson has threatened to sue Scotland's leading independent newspaper over internet allegations that he not only used his influence as a Freemason to procure a gun licence for child killer Thomas Hamilton, but was also a member of a clandestine paedophile ring reportedly set up by Hamilton for the British elite.

On 13 March 1996, Hamilton, armed with four hand-guns, opened fire on a junior school class, killing 16 children and one teacher before turning the gun on himself, shattering forever the idyllic 13th century Scottish town of Dunblane.

The controversy is certain to topple the Blair government, which has already issued a D-Notice to gag the press from revealing the names of known paedophiles within the British executive, including at least two senior ministers; and the case highlights the government's antipathy toward the Sunday Herald and its brand of independent journalism that has, among other things, exposed the role played by the domestic security agency, MI5, in helping the IRA to carry out terrorist atrocities.

As reported by this journalist last month at Propaganda Matrix and Counter Punch, and by the Sunday Herald's Home Affairs Editor, Neil Mackay, the British intelligence services are actively engaged in preventing any further child sex revelations that could incite further hostility to an already unpopular Prime Minister and destroy the morale of troops set to invade Iraq. An intelligence officer told Mackay that "a 'rolling' Cabinet committee had been set up to work out how to deal with the potentially ruinous fall-out for both Tony Blair and the government if arrests occur."

Some commentators, mindful that one of Tony Blair's closest confidante's is a practising paedophile, are even suggesting that this particular scandal, and not Blair's repeated lies and fabricated reports in regard to Iraq, may well prove the downfall of a government mired in sleaze and corruption. The Sunday Times is reported to have obtained an FBI list of Labour MPs who have used credit cards to pay for internet child pornography, and Blair has responded by imposing a massive news blackout, failing however to stop the arrest of one of his most important aides, Phillip Lyon.

The latest allegations came to light following a campaign to lift the secrecy on the Dunblane massacre. Large sections of the police report were banned from the public domain under a 100-year secrecy order. Lord Cullen, an establishment insider, also omitted and censored references to the documents in his final report. Parents and teachers were advised to concentrate their efforts on a campaign to outlaw handguns instead of focusing on how the mentally unstable Freemason, already known by the police to be a paedophile, had obtained a firearms licence for six handguns. Hamilton allegedly enjoyed good relations with both local Labour luminary George Robertson and Michael Forsyth, the then Scottish Secretary of State and MP for Stirling. Forsyth congratulated and encouraged Hamilton for running a boy's club. Hamilton was also found to have exchanged letters with the British monarch, Queen Elizabeth.

The rumours and allegations concerning Lord Robertson's ties to Hamilton, and the possibility that the American intelligence services may be blackmailing Tony Blair into continued support for a U.S. invasion of Iraq, have been given fire by internet investigator and intelligence expert Michael Keaney:

"An additional, and potentially explosive, aspect of US leverage over Blair is the FBI's investigation of users of child porn websites which has already claimed a number of high profile scalps. [....] The biggest two fish that come to mind are indeed high profile: firstly there is George Robertson, who today has announced that he will step down as NATO Secretary General after four years and two months in the job. Were he to be fingered the fall out would be spectacular but short-lived -- he's been a long time out of the cabinet and is sufficiently distant from Tony to be regarded as not requiring the presentational finesse of a "rolling" Cabinet committee, whatever that might be. However, our second candidate is most certainly very closely identified with the prime minister, and retains a high profile [and] continues to operate at a very high level indeed, whether in Europe, Japan, or even the Middle East."

"Peter Mandelson began political life as a member of the Communist Party, soon "seeing the light" and instead getting involved with the CIA/MI6-financed Socialist International youth wing and the Labour Party, through which he rose in parallel with his experience working at London Weekend Television with other A-list regulars like John Birt and Michael Maclay, now public mouthpiece of Hakluyt, the private sector spook outfit run by a bunch of "ex" MI6 types including the widow of ex-Labour leader John Smith. This sort of background and connections makes Mandelson very useful in the sort of corridors-and-alleyways diplomacy and networking that is the real substance of international relations and intelligence gathering. [....] If Mandelson is indeed the suspect, then the damage this could cause may fatally wound Blair."

"An interesting development that may, or may not, be related to this, is the publication of an article in last Sunday's Observer by David Aaronovitch. He and Mandelson are longtime friends, having been together in the Communist Party and at London Weekend TV. Aaronovitch was, until recently, a leading political commentator for the Independent, on whose "international advisory board" (the standard vanity collection of august persons put together for the ego of newspaper proprietors like Tony O'Reilly and Conrad Black) sits Peter Mandelson."

"Since switching to the Guardian Media Group at the beginning of this year or thereabouts, Aaronovitch authored an article on child abuse in which he pleads for common sense to prevail, rather than the lynch mob: 'Strangely I trust the police to act sensibly (because, like the analysts, they’ve seen it all): it's the rest of us I worry about.'"

"That much depends upon the behaviour of the US Justice Department, which ultimately has responsibility for the investigation, must be a worry for Blair. One need only imagine how this must colour the views of John Ashcroft regarding the moral fibre of British cabinet ministers and the laxity of the prime minister who chose them in the first place. How easy would it be for the suspect to be named in a story that miraculously surfaced outside of the UK (thereby circumventing the D Notice and leading potentially to a re-run of the Spycatcher fiasco of 1987)?

"Whoever is on the suspects' list, we can see that already this 'rolling' cabinet committee is busy leaking stories that serve at least to delay the shock of the inevitable, eventual revelation, buying valuable time if nothing else. Thus you can depend on the Guardian to save the day for Tony, and here's some helpful tip-offs courtesy of MI6 that help to distract from what's really going on, whilst bolstering the reputation for integrity and financial propriety that has marked Blair's dealings with businesspeople like Bernie Ecclestone, Richard Desmond, Lakshmi Mittal, etc."

"I have come to the considered conclusion," says a correspondent of Keaney, William Palfreman, "that the events surrounding the Dunblane massacre, and the subsequent submissions to the Cullen enquiry that have been put under to 100 years of secrecy, far out weigh in political significance issues such as our opposition to the EU [and] what it entails. It is inconceivable that T Blair, Jack Straw [and] Gordon Brown can survive in office as this matter becomes known. It totally undermines the Labour government, and could easily be a case of the Queen feeling she has to use reserve powers to call an emergency general election, such would be the loss of confidence."

"This scandal is far more important that anything that has happened here in living memory, in fact I can think of no parallel for it. It certainly pisses all over anything that happened to Kennedy or was done by Nixon. I am surprised, given the gravity of this matter, that [an] attempt has yet to be made on his life, for surely we are dealing with desperate people here. It also explains a few strange things, such as just why T Blair & co. were so keen to ban all handguns, and why such obviously talentless nobodies like George Robertson have risen from being backbench nobodies a couple of years ago to Defence Secretary, and now Secretary-General of Nato."

"[....] Now where in this is there a national security risk so great, that documents part of the public enquiry are now state secrets to be held for 100 years? Funny kind of public enquiry. Why, when Thomas Hamilton's application for a gun licence was turned down, due to him being regarded as a man of unsound character [and] him being the object of several paedophilia investigations, did his MP, our friend George Robertson (now Lord Robertson, Secretary-General of NATO), write him a glowing character reference, and personally see to it that his application was successful, when he knew the grounds for the original refusal were because he was suspected of procuring boys for sexual services?"

"Or take a certain boat seized on Loch Ness [Loch Lomond] by the Strathclyde Police. It is a very rare thing for assets to be seized in the UK, as [there] are no asset-forfeiture laws. When it does happen, there is normally a trial at least, with things only being seized if they are proven to be bought with money proven to be consequence of a proven crime. Even then, they are sold by public auction. How come, then, was this very valuable boat sold for the tiny sum of £5000, without an auction, to none other than our friend Thomas Hamilton, a man of no financial means whatsoever, nor a sailor, nor lived anywhere near any open water. Why did not the boats owners complain about having their property stolen from them in this manner? I can only conclude because it was being used for some very serious criminal activity, and those on board were merely glad to escape prosecution. Also, it seems rather odd in such circumstances that not only were the owners happy to avoid prosecution enough to lose a valuable boat, but that the Strathclyde Police were not willing to prosecute. And yet, after these improbable events, it wound up in none other than our friend Hamilton's hands. Could he have been a blackmailer as well as a paedophile?"

"But the main thing is what might explain sections of the public enquiry are now under the hundred year rule. There are only three levels of secrecy in the UK for state secrets, the 30 year rule, the 80 year rule and the 100 year rule. Normal secrets, like Cabinet discussions, government papers, espionage, all that, are under the 30 year rule. Only a very small number of things ever reached the 80 year rule, particularly events in the Sudan with Kitchener in 1902, where it seems that an act of genocide was committed, and some things that happened 1914-18, as well as things like potential peace negotiations in 1941, and just about everything to do with the IRA (after all, people are still alive after 30 years) come under the 80 year rule. Of them, the darkest of state secrets, when the events of '02 were getting a bit close to their limit for comfort, a further class of secrets was created to last a hundred years, and tiny number of things were put in it - e.g. Kitchener in '02, some World War I things."

But none of these things can be said to apply to Dunblane. That was a case of a common criminal [and] sexual pervert committing some fairly ordinary murders, of a kind that happen from time to time. Even if a backbench Labour MP was implicated, or may have been involved in a large paedophile ring in Scotland, that is not a matter of vital national importance. You have a prosecution, there is a bit of a scandal, everyone is disgusted and one MP goes to prison. Big deal: such things happen. You certainly would not make such information a state secret just to save one unnamed backbench nobody's miserable neck. Governments simply don't go to such extreme lengths to save nobodies - power broking just doesn't work like that. There must be issues of profound national importance working here, and I put it to you that anything that involves certain events in Scotland is more likely to be someone of cabinet level than anything else.

If the physiologically flawed [although Thomas Hamilton was these were the words of Tony Blair when speaking of Gordon Brown] Thomas Hamilton was the centre of a paedophile ring in Scotland that procured boys to people of the amongst the highest rank, and Tony Blair [and] Jack Straw covered this up by the Official Secrets Act (They would do the covering, as both the Prime Minister's [and] Home Secretary's permission is needed to put some something under the 100 year rule.) it is hard to see how they or their close colleges could possibly remain in office, even if they were never inclined to such flawed behaviour themselves. The government would fall."

That prospect seems to be energising a government now considered to be fighting for its political life, even to the extent of killing the review process by which some of the banned sections of the Cullen Report would be made public, arguing that freedom of information would somehow harm other abused children in Dunblane.

In a recent interview with the Guardian newspaper, Michael Matheson, the Scottish National Party's shadow deputy justice minister, said: "There are more documents covered by the 100-year rule than this police report. Some of them have nothing whatsoever to do with children. We need to look at why such a lengthy ban has been imposed on them. I have been contacted by a number of families affected by the tragedy who are anxious to ensure this information becomes public. And so far we have no guarantee that it will. We only have a review."

"It is important we make available, if it is at all possible, any information that is available about people in the public eye," said the Scottish first minister, Jack McConnell.

When Tony Blair took office following a landslide victory in 1997, few commentators would have suggested that this man would be willing to drag his country into a war of unjustified aggression against a people that have done no harm to the British public. Nor would anyone have surmised that a Labour government would hitch its political fortunes to a shabby cabal of fanatical neoconservative Zionists working to make real their much-touted biblical Armageddon. And no one could have predicted that Blair's nominally "Christian" administration would transform itself into a licentious club of flamboyant homosexual cruisers and out-of-control paedophiles.

But it is now becoming shockingly clear that the slavish adherence of Tony Blair and Jack Straw to the Bush line on Iraq may have less to do with principled arguments, and much more to do with the fear of CIA and FBI revelations that would make them two of the most hated politicians in modern British political history.

There is only one way out for Tony Blair - resign.

A man was arrested on Valentines Day and is still in jail on remand in Scotland, with bail having been refused on 3 occasions [99a] . What is it about this softly spoken genteel 68 year old man that has caused the Scottish establishment to arrange his incarceration for the second time?

Why does Alex Salmond continue to break the law, defy the Information Commissioner and refuse to hand over the information that was given to him and the date it was given? [109] [110].

What is the connection between this mans imprisonment and the following?
Four Sheriffs and partners,
Two ex partners of Sheriffs
Two High Court judges and partners
Two Procurator Fiscals and partners
Six ex partners of Procurator Fiscals
Sixteen court staff
Thirty seven staff from Scottish government departments
Seventeen primary school teachers.
The answer to this last question is an Edinburgh sexual fettish club called the Violate club [5o] [51].

But I digress, to get answers to all the questions, and to understand the links between them we first need to set the sordid scene of the sick silks in what was termed the “Magic Circle” child sexual abuse scandal. This had been rumbling on in the late 1980’s but erupted in the early 1990’s.

The basics of the “Magic Circle” scandal allegations were that a network of establishment individuals engaged in sexual deviations, homosexual practices and paedophilia. Twinned with this assertion, there was an overall contention that there was a conspiracy by these purported establishment figures that in order to foster and further their deprived ends they perverted the course of justice [23a]. The scandal was also variously known as the “sex for justice scandal” and “sex for judges scandal”.

Many notables, such as Sir Angus Grossart [183] (Deputy Chairman of the Royal Bank of Scotland); Lord Hardie [184] (judge of the Court of Session, and former Lord Advocate); Mr Ivor Reginald Guild (Ex Senior Partner of solicitors Shepherd & Wedderburn and prominent resident of the Edinburgh’s New Club); and the late Very Reverend Andrew Herron (former Moderator of the General Assembly of the Church of Scotland) of the Scottish establishment were subjectively linked either directly or indirectly with Lord Nimmo Smith’s findings.

Intertwined with ‘Magic Circle’ accusations, numerous suspected establishment figures were also perceived to combine together and to be members of quasi secret societies and privileged organisations such as the Speculative Society[185], the Faculty of Advocates [186], Edinburgh’s New Club [187], and Edinburgh’s Merchant Company where such alleged depraved establishment figures conspire against the public interest. ‘Magic Circle’ influence accusations continue to re-surface; notable are the case of the 100 year secrecy embargo by Lord Cullen [188] upon the Dunblane enquiry [189], the Fettesgate cover-up at Lothian & Borders Police Headquarters [23a].

In 1988 possible homosexual blackmail had been suggested in the Burnett Walker Solicitors case [37]. Ian walker killed himself and money was missing [117][118] [119]. In 1989 Lord Devaird had mysteriously resigned [119]. Rumours abounded. I believe there was a lot more published than this in the late eighties but at present the newspapers of the time are not easily available on the net.

Operation Planet

On 24th March 1990 Lothian and Borders Police launched Operation Planet after a 16 year old boy from a care home, was sodomised by a number of men, having been given cannabis beforehand [1]. Operation Planet was overseen by Detective Superintendent George Ritchie and the Reporting Officer was Detective Inspector Peter Robertson [32][33].

Having sex with children is a serious offence against the law, and in the late 1980’s having homosexual sex with anyone under the age of 21 was an offence [ ].

The pre-trial hearings took place between the 9th and the 11th January 1991. During those hearings it was agreed between the Crown and defence counsels to reduce the 57 indictments to just 10 – allowing five defendants to walk free, and with pleas arranged for the remaining five. Police officers involved in “Operation Planet’ were totally confounded, and extremely angered by this extraordinary turn of events. [1]

The trial of the one defendant, an Edinburgh based solicitor, who had pleaded not guilty, was held on the 15 and 16 January 1991, before Lord Clyde (the Senator of The College of Justice). The jury found the charges to be ‘not proven’. On the 12th February 1991 the remaining five accused persons, who had pleaded guilty, appeared before Lord Clyde for sentencing. One of the accused was sentenced to four years imprisonment. Sentencing of the remaining 4 accused was deferred for nearly 8 months to 8 October 1991 when they appeared before the Lord Justice Clerk and were admonished [1]. This unusual state of affairs was sufficient to raise eyebrows and suspicion to say the least.

Elish McPhilomy (now Elish Angiolini) Report

This internal study paper was authored towards the end of March 1991, as a direct consequence of ‘Operation Planet’, and prosecutions relating to acts of sodomy upon teenage boys. It was produced by the Crown Office and sought to establish a rationale for, and the extent to which, the protections offered by Common Law could be circumvented, and statute law ignored. The author of that paper was the then, Senior Legal Assistant at The Crown Office, Elish McPhilomy (now Elish Angiolini) [1].

The justification given by the Crown Office for this extraordinary action was that “some public concern about the appropriateness of basing charges on Common Law rather than statute” had been expressed. However the only “public concern” cited in the Crown Office report was of an opinion proffered by one of the defence counsels in the ‘Operation Planet’ trial, the Advocate Derek Ogg – and as quoted in The Glasgow Herald on the 20th February 1991 [1].

On the 29th April 1991 a meeting was held between Lord Fraser (the Lord Advocate), Lord Roger (the Solicitor General), Duncan Lowe (the Crown Agent), Alfred Vannet (the Deputy Crown Agent) and persons unknown, to discuss the Elish McPhilomy report [1].
As a result of that meeting, directions were issued by the Crown Office to the Procurators Fiscal (Directive No 2025 on the 28th November 1991) in which the Crown Office effectively sanctioned particular criminal acts, contrary to Law – of teenage boys being sodomised by older men. That directive provided the means by which such activities were to be ‘legitimised’ by The Crown [1].

In response to what the Crown Office described as “public misapprehension”, an amended set of directions was issued (Directive No 2025/1 less than a month later, on the 20th December 1991). However those directions amounted to little more than an adjustment of detail – and with an additional Crown Office directive stating that it saw little justification in pursuing cases involving the clients of ‘rent boys’ [1].

FOI requests submitted to the Crown office for the full text of these circulars and are way overdue [12]. The concern was not simply that officers of the Crown being in breach of their oath (and of ‘malfeasance in public office’). Also there was the matter of the introduction of political activism into the Criminal Justice System – for the purpose of introducing extreme, and unconsented social change [1].

One such issue, of considerable importance, was that of the activities of paedophiles and of organised paedophile rings. The abhorrence of such behaviour is a natural human reaction against those who indulge in such hideously cruel and selfish acts against vulnerable children [1].

However the danger was that the politically motivated misrepresentations of those who attempt to confront paedophilia as ‘homophobic’ (as espoused, for example, in a 1997 article in ‘ScotsGay’ magazine, by Advocate Derek Ogg) can also be seized upon by those with evil intentions to close down any effective response to the serious problem of organised child abuse [1].

In fact the Paedophile Information Exchange (PIE) did exactly this and tried to present any attack on paedophiles as an attack on homosexuals generally [41]. More recently so did David Cameron Prime Minister of UK plc in November 2012 in reply to a question from Philip Schofield. He said he “fears a witch hunt against gay people by those commenting online about child abuse allegations” [46] [172].

Elish Angiolini incidentally has received a controversial damehood [116].

The official story is that, on 13 March 1996, a mad loner called Thomas Hamilton shot dead 16 children at a primary school in Dunblane in Scotland.


The unofficial story is that Thomas Hamilton was supplying pornography, and young boys, to top people including policemen and politicians; and Thomas Hamilton may have been murdered, to shut him up.

It has been suggested that Thomas Hamilton was a brainwashed patsy and that the real shooters were working for the security services.

In the Dunblane shootings, "none of the survivors would have been able to obtain a good viewing of the gunman."

Thomas Hamilton ran clubs and camps for boys and reportedly had access to the Queen Victoria School, in Dunblane, a boarding school run by the Ministry of Defence.

"Another neighbour, Cathleen Kerr gave a statement to the police that she saw Hamilton getting out of a grey saloon car on that final fateful morning. He was cheerful, she said."

Glenn Harrison was a housemaster at Queen Victoria School, in Dunblane, between the summer of 1989 and December 1991.

Harrison "told me of how, in about 1990, he believed boys from his then school were being ... sexually abused, both at the school and away from the school.

"He told me the (sexual abuse) was done by a clique of paedophiles connected with the school (teachers etc. and their friends) and another group of 'toffs' who visited the school and took carefully targeted boys away for weekends."

"Harrison and his wife ... would see big fancy cars (sometimes chauffeur driven and displaying pennants, and badges of office) arrive with well known faces of politicians, judges and other celebrities who, when he enquired as to who they were, and what they were doing, was given the answer that these people were 'Friends of QVS' who were taking certain boys out for a treat."

Former housemaster Glenn Harrison told the News of the World how he even found Hamilton, 43, creeping around the dormitories, at Queen Victoria School, at night.

He said Hamilton had close links to a top policeman.

Glenn was never called to give evidence at the Cullen Inquiry.

Glenn Harrison had kept dozens of files from pupils alleging bullying and abuse while he was at the Queen Victoria School and wrote to parents warning of the dangers in 1991.

It led to him being ousted from the school and just days before he left, police raided his home and confiscated the files.

12. Professor David J Cooke Head of Forensic Clinical Psychology for the Greater Glasgow Health Board told the investigation after the shootings "There were major difficulties in Thomas Hamilton's life which threatened his self-esteem.

"He was in debt. He was refused a loan. He was being refused access to premises to hold his boys clubs and fewer boys were attending the clubs. It may have been the case that, like many mass killers, he obtained feelings of power and mastery by fantasising his revenge on those whom he perceived as persecuting him.

"It is likely that his fantasies became more complex and compelling after 'behavioural tryouts' when firing at his gun club. He believed that school staff were telling families not to send children to his clubs and that parents were spreading rumours that he was a pervert."

Yet revelations – Savile, Smith, Hall, Harris – seem to inform us that this perversion is a lot more widespread than many had ever imagined.

Hardly a week goes by without another iconic individual being exposed or cyber police tracing networks of online perverts who want to watch and presumably gloat.

The idea that this is a victimless activity, “I was only looking at images”, is rubbish. These libraries of filth, pain, humiliation, even torture, have to be ordered and paid for.

That enables others to set up the studios, groom the children and film the obscenities that then occur. If no one paid for bread there would be no farmers growing wheat.

The fact that the high and mighty are in no way immune to this vice means that when they are threatened with exposure immensely powerful forces are brought to bear to accomplish a high-level cover-up.

This seems to have happened in the case of the list of names handed to the Home Office years ago by the late Geoffrey Dickens, MP. It just vanished.

But the strangest cover-up I have ever witnessed (or suspected because it was highly successful) concerned what liaisons and practices lay behind the Dunblane massacre of 1996.

We were all told to believe that a single psychopath, Thomas Hamilton, with a private armoury, stalked into a kindergarten in a Scottish village, murdered 16 children and one teacher, then shot himself. So sad.

Senior Scottish lawyer Lord Cullen was asked to prepare an investigation and report. He did both. It was one of the weirdest documents the Scottish establishment has ever produced; not because of what it said but what it refused to ask or investigate.

Lord Cullen apparently held 100 hearings in public then six crucial ones in private. He decreed his report should be buried for 100 years.

But that is longer than our nuclear secrets have to remain confidential. So what did those last six witnesses reveal?

Others came forward, not summoned, never heard by officialdom, to allege Hamilton was a practising pervert and pederast.

That he had free access to a nearby boys’ boarding school and could be seen prowling the dormitories after lights out.

That he was the “trawler” for likely boys for a ring of extremely senior figures including police chiefs, lawyers, judges and Freemasons, plus very senior figures in Scottish Labour.

Witnesses disappeared, changed their minds. Editors about to assign investigative reporters were advised that would be most unwise.

The village bobby of Dunblane was transferred so far north he was practically waist deep in the North Sea.

If cover-up it was, and I have not the slightest doubt, it remains one of the most successful ever.

Officially it remains a case of a single psychopath, with guns he should never have had, who sort of went doolally and committed mass murder.

But why? Don’t ask. What about that boys’ school? Don’t ask. Why did so many close to the scene become Trappists? Don’t ask. And why was the Cullen Report buried for 100 years? There above all, don’t ask.

William, George, Billy & Scots Myths re the Cullen Report on Dunblane
This blog deals mainly with my concerns about the treatment of “Billy” (William Burns) by “William”, the then law lord William Douglas Cullen.

But first some clarification regarding Baron George Robertson of Port Ellen & Baron Cullen of Whitekirk in connection with the Queen Victoria School, Dunblane.

In light of some disturbing feedback to me I think there is a need to clarify the following statement I made in my blog entitled “Did Sir Fix it For Jim” in which I wrote:-

“I also wrote to the Patron of the school, HRH The Duke of Edinburgh, and the headmaster at the time of the allegations, also Lord Cullen and Lord George Robertson, who, The Housemaster had repeatedly stated, were visitors to the school during his time there.”

To be clear, the reason I considered writing to Lords Cullen and Robertson was that I had been told by an ex-housemaster, Glenn Harrison at Queen Victoria School, Dunblane (QVS), a boy’s boarding school, that both men had visited at a time when he believed physical and sexual abuse of pupils had taken place. I knew of no official connection linking either person with the school.

Mr. Harrison described boys being taken away from the school for weekends by a group he called “Friends of QVS” who were not officers of the school’s governing board. He also spoke of abuse at the school.

To elaborate further: In my initial telephone conversations with Mr. Harrison he had spoken of how he and his wife had sat at the window of their flat, overlooking the driveway at QVS and watched as prominent people they had seen on the television and in newspapers he called “Toffs”, get out of cars at the school’s main door.

During these telephone conversations Mr. Harrison wasn’t too sure of the names of some of the politicians, judges, and other celebrities he described. In an attempt at clarifying these vagaries I suggested names and positions of public figures based on the descriptions he gave, which he agreed to or otherwise. The list I eventually came up with was like a Who’s Who in Scots public life.

Keen to confirm or otherwise the names of these VIPs who, he said, had visited the school without any apparent status allowing them to do so I visited Mr. Harrison at Unst in Shetland to decide for myself whether or not he was genuine. I made the conscious decision that I would not mention or prompt him on the identity of any of these vagaries; these VIPs we had talked of on the phone.

I stuck to this rule and in our long, face to face chats he only repeated two of the names he had mentioned on the phone that were not, as far as I knew, connected with the school in any official capacity and they were George Robertson and Lord Cullen.

That is the reason why, in the first instance, I wrote to George Robertson and politely asked him the same questions I had asked of Her Majesty’s Commissioners (HMCs), the Headmaster and Prince Philip (all of whom were officially connected with the school). In doing so I made no inference that there was anything untoward about his reported presence at Queen Victoria School and simply sought corroboration or otherwise of allegations that had been made to me, regarding a group of Friends of QVS, as well as allegations of bullying and abuse, and the presence of Thomas Hamilton.

For all I knew Mr Robertson may have had good reason to be at Queen Victoria School. He may have been an invited guest or one of Her Majesty’s Commissioners and he may have shared the concerns of the ex-housemaster, but like most of HMCs he wasn’t about to answer my questions and instead tried, using his position as head of N.A.T.O., to have me investigated by Central Scotland Police. Similarly, Lord Cullen may have had good reason to visit QVS as Mr. Harrison had stated (Mr Harrison recalled picking up Lord Cullen’s triangular place setting marker from a table set for a HMC’s dinner), but in his case I don’t think he was a HMC as I could find no record of this and if he was he would have been bound to declare that fact when the school was mentioned three times with regard to Thomas Hamilton’s activity there during the Dunblane Public Inquiry, which he chaired.

Unlike my dealings with George Robertson, I had previously written to Lord Cullen on another matter. This was regarding his Masonic membership status and I had found him evasive and unwilling to answer a specific question I put to him in that regard. So while I considered writing to him to ask him questions about QVS, I didn’t and to that extent the above statement from my blog is misleading as it implies that I had written to him specifically on the subject of QVS.

Parliament invited me to obtain evidence of Masonic judges, but judges won’t say if they’re Masons.

My previous experience of writing to Lord Cullen came after I had been asked by the Justice 2 Committee of the Scottish Parliament by letter of 03 Feb 2003 to give evidence (that is to cite cases) of where there was a perception, or evidence of, Masonic influence harming the justice system. This was in connection with my Public Petition PE 306 calling for a register of freemasons in the judiciary.

In my response to the Justice 2 Committee’s invitation, a week or so later, I submitted five examples of apparent Masonic interference in the justice system, or at least where there was a perception of this.

One of my examples was that of William Burns, a man who had first written to Lord Cullen at the time of his appointment as Chair, but before he began the Dunblane Public Inquiry. Mr Burns had asked Lord Cullen to declare his Masonic status and asked him to require witnesses to the inquiry to do likewise.

This request was hardly surprising as the prevailing mood in the country regarding undeclared freemasonry before the Dublane shootings had been one of disquiet. In 1994 and 1995 in the House of Commons a number of Labour MPs including Dennis Skinner had expressed fears that Masonic influence may have been used to pervert the course of justice. LINK

Then, the morning after the Dunblane shootings, these concerns were given further weight when the front page of The Scotsman newspaper raised the suggestion that freemasonry may have accounted for Thomas Hamilton’s apparently charmed life in avoiding prosecution during his lifetime. LINK

Mr Burns’ actions were not unsolicited and just as I was responding to an invitation by the Justice 2 Committee of the Scottish Parliament LINK he had acted in response to an advertisement in The Scotsman seeking questions for the forthcoming Dunblane Public Inquiry LINK.

I was able to establish, by speaking to Mr Burns (a civil rights/justice campaigner who, as he was not known to me, I sought out after learning of him from the internet) that in response to his letter to the Dunblane Inquiry he had been given a verbal assurance over the telephone by the Clerk to the Inquiry, Mrs. Glynis McKeand, that Lord Cullen took on board his comments and other concerns re witnesses and that he (Lord Cullen) was not and had never been a freemason.

Mr. Burns told me that this verbal assurance had initially allayed his concerns, but as the inquiry proceeded and it was apparent that no witnesses were being asked if they were members of the freemasons, his concerns resurfaced.

In fact the subject of freemasonry wasn’t raised until day 4 of the public inquiry and then only briefly by counsel with the lollipop man, and admitted Mason, Comrie Deuchars and it was never raised again during the 24 days the inquiry sat. LINK

When Lord Cullen did not respond to Mr Burns’ further written submissions in person, but left it to the Mrs. Glynis McKeand, Secretary to the Inquiry, to fend off his written concerns in general terms, Mr. Burns took this evasion as being tantamount to an indication of Lord Cullen’s Masonic membership.

Mr. Burns said he saw this as a Masonic ruse of ‘diverting the discourse’, whereby Masons get others to respond in the negative to questions of their own Masonic status.

Armed with full knowledge of Mr Burns’s correspondence and his account of his experiences I wrote to Lord Cullen asking him personally to state his Masonic status in connection with my parliamentary petition PE306.

I also asked Grand Lodge of Scotland a similar question. In the event both parties failed to respond to my satisfaction. LINK

In Lord Cullen’s case, as with Mr. Burns’ questions, he allowed others to make an assumption and relay this to me. On such a personal and important matter this did not satisfy me and like Mr. Burns I suspected that Lord Cullen might indeed be a Mason and was fulfilling his Masonic obligation of keeping his membership secret.

My supposition about Lord Cullen being a freemason is not far-fetched. I know (again from research carried out for my public petition 306) that he is an undeclared extraordinary member of The Speculative Society of Edinburgh (Spec). Undisclosed membership of the Spec among Scottish judges, when revealed to the UN-appointed Observer at the Lockerbie Trial & Appeal, Professor Hans Koechler caused him serious concern. LINK

Prof. Koechler’s reaction is not surprising as most people dislike secrecy and wish to know if those making important decisions in public life have interests that may cause them to be seen as less than impartial.

Lord Cullen had ordered all Dunblane evidence to be locked away from prying eyes…..but only for 100 years.

With their permission I quoted Prof. Koechler’s concerns and the case of Mr. Burns to the Justice 2 Committee, as well as voicing my opinion that Lord Cullen was a freemason. I also questioned the propriety of the Dunblane Inquiry, which was already beginning to be viewed with scepticism by some serious observers, mainly because of the 100-year embargo placed by Lord Cullen on evidentiary productions.

It is important to remember that back in February 2003 the 100-year closure had only been challenged by individual campaigners, most notably William W. Scott and of course William Burns who was incensed that his representations to the Dunblane Public Inquiry had been firstly ignored, then locked away from prying eyes for 100 years.

Similarly the ex-housemasters allegations of abuse at Queen Victoria School and Thomas Hamilton’s presence/influence at that school had not been aired in the mainstream media and were known only to the few activists who read online public interest blogs. So when I put the case of Mr. Burns and QVS to the Justice 2 Committee it was the first time these matters had been aired publicly. LINK

I say publicly because it was my intention to have these matters aired on the parliament’s website where, at that time, all submissions by petitioners were published.

In the event the committee dismissed my submission out of hand as being fanciful, and possibly actionable, so decided not to publish them LINK , despite the fact that one of the cases cited by me was from government sources and three others had been covered by the mainstream media.

I disagreed with the Justice 2 Committee’s Draconian treatment of my submissions regarding Lord Cullen, as I don’t think it is far-fetched to imagine that members of secret societies have an obligation to keep their membership a secret and they may bend the truth in pursuing that promise. Such a case was that of David McLetchie, M.S.P., the leader of the Conservative Party in Scotland about a year before this.

Appearing live on the BBC Six O’Clock televised news in 2002 Mr McLetchie denied he was a Mason, mocking the reporter who asked him the question by hitching up his trouser leg and bouncing the question back at the questioner. But in the following days (with the prospect of being outed by a fellow lodge member’s testimony to the Sun Newspaper) he recanted and rather shame-facedly, admitted he was once a Mason. But as he hadn’t paid his dues for 10 years so he considered he wasn’t one. LINK

Anyway the decision of the Scottish Parliament not to publish my submission was final and was said to have been taken on legal advice with talk of possible defamation of character by me. I disagreed with this opinion and published a full account on my website.

Fast forward 15 years and a BBC? programme rekindles my interest in Lord Cullen.

Part of the reasons that I am again making my position clear with regard to my Masonic membership questions to Lord Cullen is that over time it is quite widely believed that I was the person who asked him the question about his freemasonry at the time of the Dunblane Inquiry.

Even one of our most senior Queen’s Counsel, Donald Findlay QC in October 2005 relied on this canard to try to devalue a complaint I had made to the Faculty of Advocates about his conduct.

Perhaps I should have some sympathy for the hapless Mr Findlay as this erroneous allegation has been repeated about me on the internet so often that it has taken on urban myth status. In early July of this year I was contacted by a researcher purporting to be preparing a programme on freemasonry for BBC Scotland who talked extensively about my views on freemasonry in principle and then, in an incongruous manner, asked me by e-mail: “Was it you who wrote to Lord Cullen asking him outright if he was a mason?”

So for the avoidance of doubt here is the un-redacted correspondence of William Burns re freemasonry with the Dunblane Inquiry in 1996. LINK

And below, almost seven years later is my correspondence with Lord Cullen & The Grand Lodge of Antient Free and Accepted Masons of Scotland.

As can be seen the question I asked Lord Cullen was a follow-up to one of the many questions that William Burns put to him years earlier, the subject of which was part of my evidence to the Justice 2 Committee of the Scottish Parliament. LINK

Lord Cullen didn’t investigate Thomas Hamilton’s Masonic membership far less any Masonic conspiracy.

The BBC programme researcher who contacted me also repeated another urban myth, namely that Lord Cullen, a non-Mason, had investigated Masonic conspiracy theories regarding Thomas Hamilton at the Dunblane Inquiry.

Just as my asking Lord Cullen if he was a freemason at the time of Dunblane is a myth this is another myth that I feel I should debunk. This second myth was floated in the same e-mail correspondence with the “programme for BBC researcher” and relies on one unattributed newspaper article in The Scotsman.

The article in question was published in 2005 at a time when, after much public pressure generated by justice campaigners such as Mr. Burns LINK, the Lord Advocate had released some of the Dunblane evidence files. LINK

The Scotsman’s mystery member of the public

This Scotsman article of September 2005 revealed exclusively that at the time of the Dunblane Inquiry a member of the public had queried Lord Cullen on his Masonic status.

This article relied on part of a selective and redacted release of papers by the Lord Advocate, so it did not reveal Billy Burns’ identity and quite bizarrely relied on anonymous comments written on a piece of cardboard, which in the newspapers’ view indicated that an unknown writer believed Lord Cullen was not a freemason.

The secret cardboard scribe also believed, he (Lord Cullen), was stunned that anyone would think he was a Mason, and even more astonishingly the article claimed, as a matter of fact, that “police investigated claims of a Masonic conspiracy“. LINK

Now I may be wrong about Lord Cullen being a Mason, but I am not wrong about there being no claim of a Masonic conspiracy by anyone at the Dunblane Inquiry, far less a police investigation of such a theory.

With regards to the assertion in The Scotsman that there was a police investigation into “claims of a Masonic conspiracy” even Lord Cullen made no such claim.

The sum total of witness evidence at the Dunblane Inquiry regarding freemasonry consisted of an admitted Mason admitting that he didn’t really know Thomas Hamilton adding “I wouldn’t like to say. I don’t know” when asked what made him think from remarks made by James Hamilton that Thomas Hamilton wasn’t a Mason adding “I couldn’t say what inference James made of that. Sorry.” LINK

Furthermore, the “police investigation” the newspaper report stated took place, is not to be found in the final Cullen Report or Appendix 4 (List of Submissions to the Inquiry). LINK Nor is it evident in the redacted evidence files of the Procurator Fiscal’s police report.

As a matter of fact it can be established beyond doubt that Lord Cullen did not examine the question of whether or not Thomas Hamilton was a freemason, rather he relied on a contradictory witnesses impression and his own contradictory comments on the letters of Thomas Hamilton to conclude he was satisfied that the mass murderer was not and had never been a Mason.

Who would one be likely to believe; C. Martin McGibbon, Grand Secretary of The Grand Lodge of Antient Free and Accepted Masons of Scotland, or a Lollipop Man?

The written evidence of Thomas Hamilton’s Masonic membership that Lord Cullen may have seen (about which the best he could claim was that it “wasn’t overlooked”) was a one page report by a single police officer, a Detective Inspector with Central Scotland Police who had asked the Grand Secretary of Grand Lodge of Scotland, C. Martin McGibbon, to check on Thomas Hamilton in two lodges in Stirling and one in Garrowhill, Glasgow.

The Grand Masonic Lodge of Scotland’s Grand Secretary responded in a two page statement given on 3rd June (Day 4 of the PI), which said he didn’t find Thomas Hamilton to be a member of any of the three lodges he checked, adding that under his charge there were 660 lodges in Scotland and 1,100 worldwide. Of course the Scottish Masonic official could not speak for English masons which are regulated by U.G.L.E. LINK

Everyone trusts the Lollipop Man, don’t they?



N.B. If Lord Cullen did know of the Procurator Fiscal’s report regarding Thomas Hamilton’s Masonic membership it wouldn’t have been until the 5th of June at the very earliest (Day 6 of the PI). But he didn’t refer to it at the Dunblane Public Inquiry or in his final Report, and instead relied on the oral evidence of Comrie Deuchars, a Masonic lollipop man, who drank with fellow Mason Jimmy Hamilton (who he believed to be Thomas Hamilton’s father) in a Masonic Lodge in Stirling.

Confirmation that no Masonic investigation took place can also be gleaned from Lord Cullen’s handwritten note to the Clerk to the Inquiry, Glynis McKeand in which he admits that Thomas Hamilton’s letters to various VIPs does not specifically mention the “Brotherhoods”.

Lord Cullen then suggests, initially, that Mrs McKeand should tell the concerned Masonic writer (William Burns) that Hamilton had “written disparagingly about the masons,” but then scores out masons and changes this to “connection between the police and brotherhood organisations”. LINK

So it can be seen by his own hand that Lord Cullen considered stating to the Inquiry Secretary that Thomas Hamilton had disparaged the Masons, but then thought better of it, drawing a line through the word masons and giving an alternative wording only to reverse this in his final Report where he tells us the very opposite, namely that Thomas Hamilton in a “large volume of correspondence which he generated a recurring theme is his assertion that the police were biased in favour of the “brotherhood of masons””. So Lord Cullen, in a note, tells the Secretary to the Inquiry one thing while withholding the relevant letters about this from her, then he later tells the public in his final Dunblane Report these letters contained a recurring phrase, that he had earlier denied the existence of.

If you are confused, join the club, but don’t look for clarity as we can’t expect to see the letters that Lord Cullen didn’t let his clerk see. I suppose they may become available one day, but in the Lord Advocate’s redacted form they would probably be useless.

As for any oral evidence of any purported investigation of freemasonry, neither the lone Central Scotland police officer nor the Grand Secretary of Grand Lodge of Scotland that he interviewed was called to give evidence to the Public Inquiry and all we have is their skeletal, redacted statements in a report to the Procurator Fiscal dated 5th June (Day 6 of PI), which Lord Cullen may or may not have seen. Perhaps not surprisingly, Lord Cullen doesn’t mention the written police statement of C. Martin McGibbon, Grand Secretary of Grand Lodge in the Official Transcript of the Public Inquiry or his final Report.

The Dunblane Report was described by author Frederick Forsyth as “one of the weirdest documents the Scottish establishment has ever produced; not because of what it said but what it refused to ask or investigate.”



Frederick Forsyth wasn’t wrong. The above anomalies are but a few of the many arising from the Dunblane Public Inquiry and this is simply not good enough. No one wants to rake over the coals of the tragedy of Dunblane, but to leave so many questions unanswered is more damaging and will result in a festering wound. A weeping sore that saps credit from the Scottish justice system.

One way to begin to correct the many negative impressions about the Dunblane Inquiry is for Lord Cullen to make a public announcement that he is not and never has been a freemason and explain his status and silence during the evidence to the inquiry regarding Queen Victoria School, Dunblane.

If Lord Cullen fails to do these two simple things then the rumours that he is a Mason and this explains the Dunblane Public Inquiry’s inexplicable failure to examine the possibility that freemasonry accounted for Thomas Hamilton’s apparently charmed life will persist.

And the same applies to Lord Cullen’s apparently relaxed attitude towards Thomas Hamilton’s presence at Queen Victoria School at a time when he himself was said to be a visitor, and in a matter of months, would be, as Lord Justice Clerk, a senior, Ex-Officio HMC there. This is in stark contrast to his assiduous examination and reporting of other schools mentioned in evidence at the inquiry.

In my submission to the Justice 2 Committee I floated the possibility that perhaps Lord Cullen was, either consciously or sub-consciously protecting his fellow members of the Speculative Society such as Prince Philip, Lord Ross and David McElhose (all HMC for QVS) or deferring to the Head of Her Majesty’s Commissioners at QVS, Michael Forsyth MP, the Scottish Secretary; the man who at a supper at Bute House (somewhere between the smoked haddock and poached plums?) agreed to give Lord Cullen direction in the inquiry and be available for guidance. The same Michael Forsyth who had earlier, within hours of the shooting at Dunblane, recommended Lord Cullen as being the “right judge” for the Public Inquiry. LINK

What exactly does the “right judge” mean?

Lord Cullen was certainly the right judge for Grand Lodge of Free & Accepted Masons Scotland who were cleared of having had Thomas Hamilton as a member when Lord Cullen said he was “satisfied he was not a member of the masons”. This absolution was not on the evidence of Grand Lodge, who simply had their Grand Secretary scan the record books of 3 of the 660 lodges in Scotland alone and another 500 abroad that are under their charge. No, Lord Cullen instead preferred the evidence of a Masonic lollipop man, Comrie Deuchars who didn’t socialise with “Tom”, as well as the letters of Thomas Hamilton that we, the public can’t see. But he wasn’t the right judge for William Burns, Chris Mullin MP, Dennis Skinner MP, and a host of others who asked for and expected the inquiry to ascertain the Masonic status of those giving evidence and thoroughly investigate the possibility that Masonic influence (not a Masonic conspiracy) allowed Thomas Hamilton to lead a privileged life free from the normal penalties of our justice system.
Lord Cullen was certainly the right judge for Central Scotland Police as he allowed them to investigate their own shortcomings in dealings with their informant Thomas Hamilton LINK and he didn’t trouble the Chief Constable to attend the inquiry to have his evidence tested. But he wasn’t the right judge for Alex Salmond who echoed the public view in wanting an outside force to thoroughly investigate all aspects of Thomas Hamilton’s charmed life.
Lord Cullen was certainly the right judge for Her Majesty’s Commissioners charged with the duty of care for pupils at Queen Victoria School, Dunblane. None more so than the man who gave Lord Cullen his supper and guidance, the most senior HMC, Scottish Secretary, Michael Forsyth. No doubt other recent Secretary’s of State Ian Lang and Malcolm Rifkind would have been relieved that they didn’t have to answer awkward questions about Thomas Hamilton at QVS. Likewise Lord Ross, who was Lord Cullen’s immediate superior in the judiciary. But he wasn’t the right judge for Glenn Harrison, the ex-housemaster there and others who wanted Thomas Hamilton’s presence and influence at Queen Victoria School investigated i.e.: his unfettered access to the cadet force military shooting range, the school grounds for boy’s camps as well as his influence in fixing appointments of staff at summer schools.
Lord Cullen was certainly the right judge for Lord McKay of Drumadoon, Michael Forsyth, MP, Scottish Secretary; Lord Hope the Lord President, and Prime Minister, John Major, who sought to limit the extent of the public inquiry by having the “right judge” who would not over react. But he wasn’t the right judge for the general public who expected an inquiry that was truly independent and free from any political or other external influences, a judge who would take the inquiry wherever the evidence led it without deference, fear or favour.
Lord Cullen was certainly the right judge for those who like secrecy with his extra-statutory 100 year closure order for all documents relating to the public inquiry. This order, which, after much public disquiet, was relaxed when some papers were released in part, but in such a highly redacted format as to make them illegible. But he wasn’t the right judge for those of us value transparency and had campaigned long and hard to have the 100-year closure overturned so as to be able to properly examine, in full, all of the evidence that led to the Cullen Report.

As was the case with Thomas Hamilton after the Dunblane tragedy, many people seem to have known about Savile’s abuse, but why was nothing done about it at the time it was taking place?

Did whistleblowers try to get the authorities to act? Or were they put off by his obvious power and influence?

The initial rumours suggested that only one police force, the Surrey Constabulary had investigated an allegation of abuse against Savile in the 1970s, which could not be substantiated.

But then other tales began to emerge about victims of Savile’s abuse being interviewed, but nothing further happening because of who the allegations were against. There are also accounts of victims not complaining because of the prospect of not being believed, due to the power of the alleged abuser.

I find these stories credible. Sir James Winston Vincent Savile, OBE, KCSG was a powerful and influential man, a friend of royalty, world and religious leaders, whereas his victims were mainly children of the opposite sex who were poles apart from Savile in terms of status within the establishment. To me this would explain how hundreds could be criminally assaulted without any action being taken by the forces of law and order.

Although we are all supposed to be equal under the law my experience is that the great and good, titled and influential people, will be treated deferentially by most people including the police and politicians.

I believe most people know this and an ordinary Jane or Joe would be loath to make allegations against the great and good due to the knowledge that those who would assess their complaints would be (either consciously or sub-consciously) biased against a commoner.

In addition to the class/power differential between accuser and accused there is another aspect that prevents complainants coming forward: The fear that a victim of abuse might not be believed can be compounded if/when that victim, damaged by such abuse, goes on to become involved in self-harm, drug abuse, or other crimes. As an addict/criminal, the damaged child could then be portrayed as being unreliable as a truthful witness.
Parallels between Savile & Thomas Hamilton?

The fear of not being believed as described by the victims of Savile’s abuse may have echoes in the Dunblane tragedy and the charmed life led by Thomas Hamilton.

At the Dunblane Public Inquiry that followed the mass murder of children at Dunblane Primary School the evidence of one anonymous victim of Thomas Hamilton’s sexual abuse on board his cabin cruiser, (Hamilton had two boats the large cabin cruiser, Tropical Linda and the smaller speed boat Lady Sheila, both said to have been bought from the police at unrealistically low prices), at Loch Lomond was traduced by the Lord Advocate’s representative LINK to such an extent that Lord Cullen in his Report concluded that he “ did not find this allegation to have been proved” LINK and in effect allowed Thomas Hamilton to be considered to have been a decent man, with no proven history of sexual abuse!

This revisionism had the effect of giving a post mortem character reference for Thomas Hamilton, signed by Lord Cullen, despite the fact that his abuse of boys at his Loch Lomond camps was well known and had been reported to the police. These and other incidents had made him known to half the police forces in Scotland and had seen him dismissed from the Scout movement.

So to disbelieve disturbed children – who have been damaged by sexual abuse – about the details of the abuse that caused them to be damaged, would appear to be part of a vicious circle of protection for abusers.

“Who would believe you? You are damaged goods!” was probably spoken by Hamilton and Savile to silence any prospective complainants.

The discrediting of the anonymous statement from the abused boy, now a man, of abuse, continued at the Dunblane Public Inquiry, which also discounted his evidence of having fired real bullets from rifles at a hut in Dunblane, that may have been the indoor shooting range at Queen Victoria School. Lord Cullen did not even mention this aspect of evidence in his Report, nor did he deem it necessary to examine the fact that Hamilton was under police caution for lewd behaviour with a boy on Calton Hill, which may have resulted in criminal charges and a trial at the time of his death.

Lord Cullen did, however, see fit to inform the public in his Report published in September 1996, that the anonymous witness was jailed in August 1996…. one month after the Inquiry closed.

Such scenarios as those highlighted above might seem fanciful to some, but I have personal experience of one aspect. That is: how the establishment can turn a blind eye to allegations of sexual abuse when they come from an ordinary citizen and might implicate the rich and famous; the influential ones at the heart of our establishment.
Allegations of child abuse at a school are brought to my attention.

My one and only experience of reporting child abuse began in 2003 when I was put in contact with Glenn Harrison (The Housemaster), a school teacher in Shetland at that time, who had been a house master in charge of about 60 boys between 11 and 15 years of age at Queen Victoria School, Dunblane between the summer of 1989 and December 1991.

The above video gives an idea of how the school was at that time. At 31 min 12 sec Housemaster Bently Robert ‘Ben’ Philip discusses corporal punishment with the boys of Haig house.

The Housemaster knew of my interest in freemasonry as I was petitioning the Scottish parliament at the time to have judges and sheriffs make declarations of any secret societies -such as the Masons- that they belonged to. LINK I also knew of his claims from an anonymous Internet article.

The Housemaster told me of how, in about 1990, he believed boys from his then school were being bullied by their peers at the school and sexually abused, both at the school and away from the school. He told me the latter was done by a clique of paedophiles connected with the school (teachers etc. and their friends) and another group of “toffs” who visited the school and took carefully targeted boys away for weekends.

The Housemaster and his wife lived in a flat at the school which was immediately above the main entrance and he said that in the evening they would see big fancy cars (sometimes chauffeur driven and displaying pennants, and badges of office) arrive with well known faces of politicians, judges and other celebrities who, when he enquired as to who they were, and what they were doing, was given the answer that these people were “Friends of QVS” who were taking certain boys out for a treat.

The Housemaster was not comfortable with this situation, which was done, ostensibly at least, for charitable reasons, and he knew the people were influential as some of these strangers he saw were often the same people he and his wife had just seen on the TV News.

The Housemaster told me of how he noticed that certain boys had been taken away for weekends by the “Friends of QVS” and would return to the school in a distressed state, but flush with money. He also told me of hearing noises in the night and on investigating found used condoms in the dormitories.

What also troubled The Housemaster was finding strangers wandering about in the school, in dormitories and other areas which should have been off limits to all but staff and pupils. He complained about this but was again told that these people were “Friends of QVS“.

As a comparative new-boy among the staff The Housemaster felt powerless to influence what appeared to be long established practices at the school. He felt that he was an outsider in many ways in a military school where bullying of younger boys by their older peers was considered a rite of passage.

The Housemaster did not accept the regime at the school which he considered to be at odds with his duties of acting in “loco parentis“. His criticism of the practices at play in the school led to him being seen as a troublesome meddler by his longer serving colleagues and he felt that this growing ostracism was compounded by the fact that he was a non-Mason in a school that was dominated by what he called “Free Masons“.

The Housemaster said things got so bad that one boy who was a target of the bullies ran away and with The Housemaster’s help hid out in the school grounds until his father – a serviceman in Germany who The Housemaster had contacted – could come and collect his son and take him out of the school.

A staff member helping his own pupils escape from their boarding school seemed almost unbelievable to me. However that was just one of several horrific things related to me by The Housemaster, which among others included stories of one boy trying to hang himself after being abused.

The Housemaster told me that he had taken his suspicions of abuse to Central Scotland police at their Stirling HQ, but they told him that the school was an MOD establishment, and as such was covered by the Official Secrets Act and was outwith their locus. He also went to the social works department of Central Regional Council, but they were equally unhelpful suggesting it was a matter for the police.

The Housemaster said that he continually suggested changes to protect his charges. This was done by way of memos and he also kept a log of events such as unauthorised persons on site etc, but relations got so bad between him, the headmaster, and the brigadier of the school that he tendered the one-term’s notice of his resignation that his contract required. This was on the last day of the summer term of 1991 (19th June). On that ‘Grand Day’ the VIP guest was Prince Andrew and the housemaster’s failure to attend the lunch in his honour, was as he put it “an unforgiveable sin” in the eyes of the school heirarchy.

On his return after the summer break The Housemaster said he continued with his duties and on 11th December 1991 he wrote to the parents of every one of his 57 house charges telling them their children were in danger due to the bullying and abuse that was endemic at the school. He gave them the phone number of Esther Rantzen’s “Childline” and urged the parents to contact it.

The Housemaster explained to me that he hoped that when an investigation was instigated as a result of this drastic action he could then broaden his allegations to sexual abuse, which he was sure had taken place, but had not been witnessed by him.

According to The Housemaster his letter-writing caused a complete breakdown in his relations with the school’s leaders and with just a week of his contract remaining he felt physically threatened by several incidents, including a stone being thrown at his window and the attitude of the school brigadier. Because of this he reported the incident to the police at Dunblane and then went into Stirling. While he was there – he later found out – the police smashed the door of his flat down with a sledgehammer and removed some of his personal belongings and cash.

In his ransacked apartment he found a letter from the headmaster on the floor instructing him to leave the school immediately. The bursar of the school and a policeman arrived and stayed with him while he packed his belongings into a suitcase. He was asked to accompany the policeman to Dunblane police station where he was interviewed for about an hour by an inspector from Stirling and detectives brought from Edinburgh before being allowed to leave.

The Housemaster told me how, after leaving Dunblane, he got a job in the northernmost school in the British Isles. While teaching at Baltasound over the next three years he exhausted every possible avenue in a bid to have the practices at his former school investigated.

He said his actions did succeed in getting an in-house review carried out by education authorities, which was published, and questions raised in parliament, but he felt that he had failed in his attempts to highlight the culture of bullying and abuse at Queen Victoria School, and consequently had failed to remedy it. The Housemaster said he did not consider the review to be anything other than a housekeeping exercise as it did not involve him or the parents and in fact he did not even receive a copy of the final report of findings.

The Housemaster said he had exhausted himself in his efforts to bring about change to his old school. He had written to the Duke of Edinburgh, Esthter Rantzen, the Secretary of State for Scotland, his MP, petitioned the European Parliament, all to no avail.

The Housemaster said he was resigned to getting on with his life when in 1996 he switched on the TV at his home in Unst Shetland and saw the face of Thomas Hamilton the Dunblane mass murderer, who The Housemaster immediately recognised as one of the “Friends of QVS” and a close friend of another housemaster, Ben Philip who lived in the flat below him at the school.

The Housemaster then said his feelings of failure were compounded as he felt that if he had somehow managed to have the school and its inadequacies investigated thoroughly, then Thomas Hamilton may have been prevented from going on to carry out his murders in the other Dunblane school.

The Housemaster told me that he waited for the phone to ring as there must be an investigation into Thomas Hamilton’s activities at all the schools he was connected with, and the police must surely want to interview him. Lord Cullen (who was appointed on the recommendation of Michael Forsyth, President of Her Majesty’s Commissioners and would himself as Lord Justice Clerk, would soon become, (ex-officio), the senior commissioner at Queen Victoria School called many witnesses, but not The Housemaster.

The Housemaster now wanted me to help him get his story told.

I had listened to much of this harrowing story in detail over the telephone and it lasted for several nights. The story had the ring of truth to it, but before I would agree to help him I needed to see him face to face to assure myself he was genuine, so I travelled to Unst and spoke to him in person. We talked for hours going over his story and there was no doubt in my mind that he genuinely believed what he had told me to be the truth.

Though he had never personally witnessed boys being sexually abused he was sure it had happened to boys at the school.

The Housemaster gave me a contemporaneous dossier he had compiled while he was at the school, with his commentary and drawings depicting what he saw as the problems at the school. This contained correspondence including the letters he wrote to the parents of his house pupils. The Housemaster stated that much of his writings were missing as some had been taken when the Central Scotland Police had broken into his flat at the school and taken his belongings.

The dossier also contained his post-school efforts to have the affair investigated further. LINK

After having determined that The Housemaster was truthful, I was in the position whereby I had a duty to act on what he had told me, but first I decided to try to establish if there was any corroboration of his main claims.
Investigating The Housemaster claims hits a brick wall as 4 Secretaries of State for Scotland know nothing.

Regarding Thomas Hamilton’s presence at QVS the 4 HMCs relied on the old Scots defence that they “didnae ken”.

My priority was to establish the veracity or otherwise of the claims made to me by The Housemaster, and as a first step write to those legally responsible for the safety and well being of the pupils in a private boarding school, the board of governors, which in this case of Queen Victoria School were Her Majesty’s Commissioners. The head commissioner is an ex-officio post held by the Secretary of State for Scotland.

I wrote to my MP, the late Rachel Squire and asked her to ask the then Secretary of State, Mrs Helen Liddell (Baroness Liddell of Coatdyke), if she was aware of any group such as the “Friends of QVS” that The Housemaster had told me about.

My MP was reluctant to help and asked me for further information so I elaborated on the story that The Housemaster had told me about Thomas Hamilton having a presence at the school and how I was researching this story to establish if there was any truth in it as I intended to use it as evidence in support my petition PE 306.

Despite being aware that The Housemaster had given me credible anecdotal evidence of child abuse and claimed that Thomas Hamilton was one of a group known as the “Friends of QVS“, my MP would not take on my concerns and suggested I contact the Secretary of State directly.

I replied to my MP stressing the seriousness of the allegations made by The Housemaster and copied the letter to the then Secretary of State, Mrs Helen Liddell. By a return e-mail I was told by Mrs Liddell that this had nothing to do with her, as the matters I had raised “are devolved to the Scottish Parliament” and my letter had been forwarded to my MSP Scott Barrie! I responded to the Secretary of State’s ‘palming-off’ of my enquiry to my MSP by pointing out that she could not shirk her responsibilities as a Chief of Her Majesty’s Commissioners, which were invested in her by Royal Warrant, and in any case her claim that these matters were now devolved could not be considered as devolved matters, as they related to events that pre-dated devolution.

A reply to my letter was eventually sent to me by the Head of Home & Social Division of the Scotland Office who stated that the Secretary of State’s role at QVS was “purely formal” and I should write to the Chief Executive/Headmaster of QVS.

I also wrote to other Secretaries of State who were in office around the time of Glenn Harrison’s allegations. Michael Forsyth (Baron Forsyth of Drumlean who we now know had written a memo to John Major the day after the shootings at Dunblane about having the “right judge” to handle the inquiry, LINK) palmed me off in the same way that Helen Liddell had done LINK.

Interestingly Sec of State, Forsyth wrote to Thomas Hamilton to congratulate him on having won his case against council’s banning him from holding his boys clubs in schools, and urged him to publicise his Gov Ombudsman victory. LINK

However the RT HON Lord Lang of Monkton, DL, who was Secretary of State for Scotland at the time, of the allegations did respond. He said he had an honorary role (President he thought) as a commissioner and had paid one visit to the school between 1991 and 1995. He also said he may have appointed commissioners, but knew nothing about any alleged incidents LINK.

I later realised that Malcolm Rifkind was also a Secretary of State for Scotland between 11 January 1986 – 28 November 1990 and wrote to him, but his response was the same as his colleagues. LINK

I may have asked Mr Rifkind a supplementary question in addition to the three that I had asked the other commissioners as I was aware that his friend and election agent, Robert Bell, had known Thomas Hamilton and had sold him guns and ammunition from his gun shop in Stirling over a number of years. LINK

I found the attitude and ignorance of matters that were on the record in Hansard (Glenn Harrison’s complaints of bullying and abuse at QVS), as well as in the school records and the police log at Dunblane, by the four Secretaries of State for Scotland, puzzling to say the least. LINK

All were senior commissioners at QVS on warrant of Her Majesty the Queen with the responsibility that goes with that role, yet none seemed to know anything about Thomas Hamilton’s influence, or Glenn Harrison’s allegations of bullying and abuse, at QVS, they must have been aware that in 1994 (perhaps tellingly) Lord Wedgewood had raised doubts about the morale at the school and wanted to know how H M Commissioners were appointed. In order that Alistair Darling, the current Secretary of State (13 June 2003 5 May 2006) was aware of the ignorance and inaction of his predecessors I wrote to him after I had made my police complaint. LINK
Politicians didn’t want to know so perhaps Her Majesty’s Commissioner might?

As it was obvious that the politicians at the head of the pyramid of those with a duty of care for the pupils of QVS, the Presidents of Her Majesty’s Commissioners, past and present, wanted nothing to do with the allegations regarding the presence of Thomas Hamilton, or the alleged abuse of boys at the school, I decided to write to all of the commissioners who had been in office at the time of The Housemaster’s allegations.

I also wrote to the Patron of the school, HRH The Duke of Edinburgh, and the headmaster at the time of the allegations, also Lord Cullen and Lord George Robertson, who, The Housemaster had repeatedly stated, were visitors to the school during his time there.

The list of commissioners I wrote to was like a who’s who of the great and good in the military establishment. My first letter simply and politely asked the commissioners what, if anything they knew of a group entitled the “Friends of QVS“?
Commissioners: We know nothing about Thomas Hamilton or allegations of abuse and bullying.

The first question I asked was a simple one, but it did not get a good response, so I wrote a second letter increasing my questions to three, so that the recipients were given an idea of just how serious the matters I enquired about were.

Again polite letters were written asking the commissioners, what, if anything, they knew of:

1/ Thomas Hamilton’s presence and influence at the school.

2/ A group called the “Friends of QVS” who would take boys away for weekends.

3/ Allegations that bullying and abuse of pupils took place by pupils at the school and others.

The answers from those who responded to my letters were overwhelmingly in the negative. No one knew of a group called the “Friends of QVS“. No one knew of Thomas Hamilton at the school.

One or two knew of allegations of bullying (but not abuse) that had been addressed by the authorities and the police.

The thing that struck me most was that some of the commissioners I wrote the second letter to phoned me at home, not to answer my three questions, but to see how much I knew about the affair.
Ten minutes on the internet reveals the presence and influence of Thomas Hamilton at QVS.

I decided to search the transcript of the Dunblane Inquiry to see if there were any references to Thomas Hamilton being a visitor to QVS and it took five minutes to download the file from the government website and five minutes to convert to a searchable Adobe file and enter Victoria as the search term. This resulted in 13 instances of Victoria and of them five were about the Queen Victoria School, and of the five three showed that Thomas Hamilton was indeed a frequent and influential figure at QVS.LINK

The first to speak of QVS at the Dunblane Inquiry was Grace Jones Ogilvie a neighbour of Hamilton’s who, on Day 3 of the inquiry, under oath, told Mr Bonomy, examining, of Thomas Hamilton taking his boy’s club camping at Loch Lomondside and at Queen Victoria School. LINK

The second person to speak of QVS at the Dunblane Inquiry was Ian Steven Boal a young undergraduate friend of Thomas Hamilton who, on Day 14 of the inquiry, under oath, told Mr Bonomy, examining, of Thomas Hamilton fixing him up with a job at a summer school at Queen Victoria School. LINK

The third person to speak of QVS at the Dunblane Inquiry was Robert Mark Ure who was not a friend of Thomas Hamilton, but who lived across the road from him. On Day 18 of the inquiry, under oath, Ure told Mr Bonomy, examining, that his estranged wife had told him she had been on the firing range at Queen Victoria School with her friend Thomas Hamilton. I was astonished by these references to Hamilton at Queen Victoria School as they quite clearly corroborated The Housemaster story and showed that Her Majesty’s Commissioners either didn’t know what was going on at the school they were charged with governing, or they were being less than truthful with me.

It is also surprising that these three unsolicited references to Hamilton’s presence and indeed influence at Queen Victoria School, Dunblane were not queried further on examination or cross examination.

So from three independent witnesses’ evidence to the Dunblane Inquiry it was possible to establish that Thomas Hamilton took his youth-clubs camping within the 45-acre grounds; fixed it for a friend to work as a teacher at a summer school, and took another friend shooting at the army firing range (where the school cadet force practice with heavy weapons including British Army Sten guns) of Queen Victoria School.

Yet no mention of the school is made in Lord Cullen’s report, which deals extensively with various schools (41 references), but makes no mention of Queen Victoria School. LINK

That is a pity because if the report had mentioned this school it would have brought the governance of that school into focus and of course the most senior Her Majesty’s Commissioner at the time of the shootings and the public inquiry was Michael Forsyth, the man who appointed Lord Cullen and his predecessors, Ian Lang and Malcolm Rifkind.

Another surprising fact that jumped out at me when reading the transcript of the Dunblane Inquiry was the fact that the four people who I considered key to any examination of Thomas Hamilton– his Masonic grandfather, a man who had been considered his father for most of his life, the Chief Constable of Central Scotland Police (which had repeatedly granted Hamilton firearms licences), the Chief Executive of Central Scotland Council, which had over many years allowed Hamilton to run boy’s clubs in the area, and the owner of the gun shop in Stirling that had supplied Hamilton with guns and ammunition, weeks before the massacre–were not called as witnesses to give evidence to the inquiry.

These key players in the life of Thomas Hamilton were allowed to give statements and avoid cross-examination. Their evidence was given as hear-say by others and taken as read.

The dossier that The Housemaster gave me in Shetland contained a copy of a letter from Sir William Kennedy Reid, CB, Parliamentary Commissioner for Administration (The Ombudsman) confirming the fact that the police were called to the school on 13 December and broke down the door of his flat, but declining to intervene as the police are excluded from the list of public bodies that he may investigate.

Confirmation of the police breaking down the door to The Housemaster’s flat also appears in a letter dated 1993 from the school headmaster, Julian D. Hankinson, to The Housemaster in which the headmaster denies the school instructed the police to do this, and avers that the decision to break down the door of The Housemaster’s home was taken by Central Scotland Police.

Hansard records in 1993 that the Scottish Office’s Chief Inspector of Schools had carried out an investigation arising out of The Housemaster’s 1991 allegations of bullying and as a consequence of their findings they had initiated changes to the school’s procedures.

The Housemaster’s correspondence also contains a copy of a 1993 letter from Sir William Kennedy Reid, CB, Parliamentary Commissioner for Administration (The Ombudsman) confirming his allegations of bullying and declining representations from Jim Wallace MP to intervene further in The Housemaster’s complaint as the Chief Inspector of Schools had acted on The Housemaster’s allegations and instituted changes to procedures as a result of this, following his department’s investigation.

Further confirmation of the investigation by the Chief Inspector of Schools arising out of The Housemaster’s complaint appeared in the Scottish newspapers when the report was published in 1992, though the terms of the report are restricted to bullying and as with Hansard and The Ombudsman, The Housemaster’s allegations of abuse (as well as bullying) contained in his letter to the parents of 57 boys are omitted.
Not easy to establish the Masonic link at QVS.

The Housemaster’s allegations of a Masonic clique at the school were, like his allegations of abuse, not as clear as his allegations of bullying. I did not find this surprising, as sexual abuse, if it is not witnessed personally presents any whistleblower with a daunting prospect by claiming it openly.

Masonry is thought by many observers to have been the means by which Hamilton had led a charmed life, and the day after the massacre this was stated in clear terms on the front page of The Scotsman newspaper LINK, but it is also a tricky subject to deal with and that is why The Housemaster said he hinted at it in his contemporaneous drawings, by cryptic reference to F. Mason etc., but he did not feel confident enough to openly take on the Masonic allegation until after he saw Thomas Hamilton on TV.

I know this is his position as I asked him about this specifically when I met up with him and he also told me that he was so convinced of the presence of Masonic influence at the school that he asked his MP, Jim Wallace to declare any interest in this regard. He told me then, that he was not given the assurances that he sought from Jim Wallace despite repeated requests.

As someone who has campaigned for a register of Masonic membership by decision makers I could empathise with the quandary The Housemaster found himself faced with. Nevertheless I did write to the Grand Lodge of Free and Antient Masons in Edinburgh in a bid to establish if any of those that The Housemaster maintained were Masons, were in fact in the Craft, but not surprisingly the secretive organisation do not give membership details of “gentlemen who are living”.

So while I was unable to prove The Housemaster’s allegation that Masonic influence had played a part in the strange goings on at Queen Victoria School, I believed him when he said that he knew of several colleagues – including his neighbour and Thomas Hamilton’s friend Ben Philip – who were Masons and had been convinced that freemasonry was prevalent in the school.

In short I was satisfied that he had expressed this belief before the Dunblane Massacre, and was not party to the anti-Masonic sentiment that had sprung up after that event.

That the freemasons were interested in what The Housemaster had to say was apparent. He phoned me to tell me that Lord Burton, a past Grand Master Mason of Scotland, had left a message on his telephone answering machine wishing to speak to him. He asked my advice on this and I said that I thought that he should speak to Burton.

Following this contact an astonishing newspaper article appeared entitled “Who are they trying to protect”, which covered much of what The Housemaster had told me. This was the first time to my knowledge that The Housemaster’s experiences at Queen Victoria School had appeared in the mainstream media, though one of his letters to the Duke of Edinburgh had been on the Internet. Lord Burton knew of my contact with The Housemaster and he phoned me and wrote to me several times and we had an exchange of views. I found him to be a pleasant, and I believe a decent man, but he was over-keen to protect his organisation and blamed the Speculative Society clique in the judiciary, and the police for a cover up “at the highest level” of the Dunblane tragedy. He told me that a Scots Tory Law Lord and member of the Speculative Society had pounded his fist on his desk in the House of Lords to emphasise that he [Burton] should let the matter [Dunblane] drop.

So while I was unable to substantiate The Housemaster’s allegations regarding Masonic influence I was prepared to believe – based on my experiences of the generally corrosive influence of freemasonry – that he was correct.
The Housemaster’s horror story is largely confirmed and is credible so what next?

Having established – to my satisfaction at least – the veracity of most of what The Housemaster had told me, and finding him to be a credible person who would not invent tales of sexual abuse that he was convinced had happened to pupils of Queen Victoria School, Dunblane, I had a duty to bring this matter to the attention of the proper authorities.

I compiled a file containing a written narrative of the allegations and my enquiries into them and copies of all the details The Housemaster had given me, plus my own correspondence, and made a file of it to give to the proper authorities to investigate. LINK

The problem was who were the proper authorities to take it to?

I was reluctant to take it in the first instance to the police force which had failed to act on The Housemaster’s allegations at the time and instead had broken down his door. They were, in effect, part of the problem rather than the solution.

I was also reluctant to take it to the school or the commissioners who were either in ignorance or denial of the event that I wished them to investigate. Like the police they seemed to be part of the problem rather than the solution.

As I had originally attracted The Housemaster’s attention because of my involvement in campaigning for transparency in the justice system by petitioning the Scottish Parliament I thought that this would be a good place to put his concerns about Queen Victoria School “on the record”.

When my petition PE 306 – calling for decision makers in the justice system to register membership of secret societies – had been with the Scottish Parliament for almost three years the Justice 2 Committee, who were considering it, wrote and asked me to give examples of cases where there was a belief that freemasonry had been at play. I confirmed I would give five examples and was asked to provide this information before their meeting with the Justice Minister, Jim Wallace, on 4th March. They said they would discuss the matter with him, and then again consider it at their next meeting of 18th March 2003.LINK

This gave me the chance to have The Housemaster’s experiences published as part of my written submission, but to my astonishment not only was this normal practice not adhered to, the two meetings at which the Justice Committee considered my submissions was expunged from the record.

A researcher visiting the archives of events at the Scottish Parliament would not know that two meetings to consider my petition PE 306 had even taken place on the these dates, and would simply see my petition ending it’s life on 28th January 2003. LINK [See footnote 2]

This is how this came about. In response to the committee’s invitation I cited four cases in addition to my own case – which had spawned the petition – where there was a perception that Masonic bias may influence judicial proceedings.

One of the four other cases was the Dunblane Public Inquiry, where there was a belief among many, including myself, that freemasonry had been a factor in the charmed life led by Thomas Hamilton.

This belief was evidenced by the astonishing fact that he had been repeatedly granted a firearms licence and access to schools to run youth clubs, despite the fact that he was know and suspected of child abuses by police forces throughout Central Scotland.

The lack of any attempt to examine the possibility that freemasonry explained these anomalies and the fact that productions gathered for the Inquiry had been the subject of a non-statutory 100-year closure by the Inquiry judge Lord Cullen meant that the Dunblane Inquiry was seen then (& now) by many as a whitewash. I concluded my written submissions regarding the Dunblane Inquiry by reference to the case of The Housemaster at Queen Victoria School, as it was linked to the inquiry by witness’s evidence of Thomas Hamilton’s presence there.

The Justice 2 committee however, after promising to publish my submissions, or if they would not admit some aspects on legal advice, advise me of the reason why, decided that they would dismiss my petition and would not as promised publish them. This was done without giving me any reasons why other than stating: “they may be defamatory“.

To show that the matters I put to the committee were not of a defamatory nature I have published them here LINK.They consist of matters that are either in the public domain or were soon to be as matters of public interest. Not only that, most of what I claimed had already been in the newspapers.

While it was unusual for a petitioner’s submissions not to be published – even in a redacted form – it is unique and extraordinary that two Justice 2 committee meetings, one of which was attended by the Justice Minister, Jim Wallace, to consider a public petition dealing with declarations of freemasonry and membership of the Speculative Society in the judiciary to be expunged from the record as if they had never been.

Fortunately I kept the transcripts of the official reports of all of the committee meetings that considered <sic> my public petition PE 306 on file which can be seen here. LINK

Could the reference to Queen Victoria School have been the reason for this draconian censorship?

Or could the Justice Minister’s relaxed view of our judge’s membership of the Masons or the Speculative Society have been the cause of the censor’s red pencil?

My attempts to highlight The Housemaster’s allegations through the Scottish Parliament had failed.
Parliament didn’t want to know but would the judiciary be interested in The Housemaster’s story?

I had been alerted to the existence of the Speculative Society while researching my petition PE 306. It is an exclusive all-male group prominent in the judiciary. By reference to a vanity publication for the members of the society I was able to establish that over two thirds of our Law Lords were undeclared members. I made this information available to many, and one person who was interested in my findings was Robbie the Pict, an anti-road toll campaigner who had been involved in several cases involving the Skye Bridge.

At around the same time as my petition Robbie the Pict secured a hearing in the Court of Session before a bench headed by Lord Gill, the Lord Justice Clerk (now Lord President), alleging that undeclared membership of the Spec had prejudiced his court cases. LINK

I sat in the public gallery and noted with interest that at one stage when Mr Pict read from his 44-page back-up papers, he made reference to the Dunblane Inquiry and the fact that “Hamilton had also been reported to the police by a member of staff as tampering with children at Queen Victoria School shooting club in Dunblane.”

At this reference to Queen Victoria School Lord Gill’s head jerked upright as if he had been jabbed with a cattle prod. He immediately adjourned the proceedings on the basis that he was a Commissioner of the school, so would have to confer with his colleagues before proceeding further.

After an adjournment of about ten minutes, Lord Gill and his bench returned and he asked Mr Pict if he was satisfied to have Lord Gill continue to hear him on the understanding that he (Lord Gill) had a declared interest in Queen Victoria School as an ex-officio commissioner. Mr Pict agreed and the hearing continued.

This declaration confirmed to me that Lord Gill was a conscientious commissioner and a fair man, so I wrote to him asking if he would accept my evidence of The Housemaster’s allegations of sexual and physical abuse of pupils at the school, and instigate an independent inquiry into them.

Lord Gill agreed to my request and appeared to take my written submissions seriously, but after a while he came back to me suggesting that he put the matters to the present commissioners at Queen Victoria School for their investigation.

The suggestion that some of the same commissioners, who had allowed Thomas Hamilton access to the school, be allowed to investigate themselves, was not something that I welcomed, as they were seen by me – like the police who were said to have Hamilton as their informant LINK – as part of the problem rather than the solution.

I declined Lord Gill’s offer. LINK
Would the Crown Office & Procurator Fiscal Service (COPFS) investigate The Housemaster’s claims?

In Scotland, The Crown Office and Procurator Fiscal Service (COPFS) is responsible for the prosecution of crime usually following reports from the police. However COPFS are also responsible for the investigation of complaints against the police.

The Housemaster’s story made allegations against the “toffs” who took boys from the school, the school authorities, some of the older pupils, and the police who broke down the door of his home and took his possessions. So I thought they might be the relevant body to approach.

The head of COPFS is the Lord Advocate, at the relevant time, Colin Boyd, but he had refused me access or knowledge of the Dunblane Inquiry documents – held under a non-statutory 100-year closure – when I had asked to see them in connection with reference to Queen Victoria School.

The 100-year closure was partially lifted some time later after much public disquiet was aired but the documents released were uninteligible. I did inspect some at Register House and information that was freely available from the transcript of the inquiry had been redacted to such an extent that they were useless in establishing the schools or other venues at which Hamilton had held his clubs. Given the Lord Advocate’s intransigence, I decided not to go to him, but to the Solicitor General, Elish Angiolini for help.

I was aware that simply writing to the Solicitor General by name was unlikely to reach her desk so decided that in a matter of some importance such as this I would deliver my complaint by Messenger at Arms and by so doing ensure that the complaint was taken seriously.

My attempts to elicit a serious response from Elish Angiolini (nee McPhilomy), the Solicitor General for Scotland were of little effect as she simply refused to accept them on two occasions from the Messenger at Arms, but did advise me to go to the police despite the fact that she knew The Housemaster’s complaint was, in part, about the police, and their failure to act, before acting maliciously.
Nowhere else to go to but the Central Scotland Police.

Having exhausted every avenue I could think of to bring The Housemaster’s allegations to the attention of some body that would take them seriously and investigate them, I had to admit defeat. I did not do this with an easy heart as I was sure that the nature of the allegations of abuse and the revelations regarding Thomas Hamilton at Queen Victoria School warranted a proper investigation by a body that had no connection with the allegations.

Of course I do not know if sexual abuse against pupils at Queen Victoria School took place, but I did believe that The Housemaster was convinced of it, and I believed him to be a credible (he later became one of Scotland’s first Chartered Teachers) and honest person.

I did not expect much of a response when on 29th September 2003, I took one hard copy and two CDs of my formal complaint to the Family Protection Unit at Bannockburn Police Station. I was not disappointed as there were no police officers to accept my formal complaint, which was taken instead by a receptionist.

I did not receive any receipt or acknowledgement of my complaint.

The Housemaster was as disappointed as I was that I failed to have a proper investigation initiated, but he was not surprised at my failure whereas I was. I considered myself to be a positive person, someone who could get things done. Having been, for many years the founder and principal of a successful business, I was confident that I could get action where he had failed in the past. I was wrong.

A newspaper article was published shortly after my complaint but it was not connected to my efforts and there was no follow up to it. LINK

Then out of the blue Housemaster phoned me to say that Central Scotland Police had been in touch with him, and as a result of my complaint two officers would be travelling to Shetland to interview him.

This phone call from The Housemaster was made two years after I had made my formal complaint, and about thirteen years after he had complained at Stirling/Dunblane police stations!
Lessons learned by me that resonate with the Savile affair.

I suppose the main lessons I learned from promoting The Housemaster’s allegations about Queen Victoria School, Dunblane, was that when an ordinary citizen such as myself takes on a whistleblowing role that might involve the great and good in our society there is little chance of being taken seriously.

If those running Queen Victoria School had been ordinary Joe’s in charge of a state school then I have little doubt the forces of law and order would have listened to The Housemaster’s allegations in 1990 and my representation of them in 2003.

But to ask the establishment to investigate allegations that politicians and judges were taking boys away from an MOD school that was stewarded by senior politicians, senior judges, The General Officer Commanding (Scotland), and HRH The Duke of Edinburgh, et al. is a tall order.

The fact that Lord Cullen’s Dunblane Inquiry looked in forensic detail at Thomas Hamilton’s involvement with a host of state schools all over Central Scotland and his Report dealt extensively on this, yet he failed to mention one word about the fact that in evidence at the Inquiry it was not disputed that Thomas Hamilton had procured employment for a teacher at, camped in the grounds of, and used the firing range at, Queen Victoria School.

What does this say about deference to class?

Anyone challenging Sir James Winston Vincent Savile, OBE, KCSG, would have felt the full weight of the establishment come to bear on them. Just as I did when I asked Lord Robertson of Port Ellen, the three simple questions I had asked the others, about what he knew of a group called the “Friends of QVS” and the presence of Thomas Hamilton at the school, and allegations of bullying and abuse.

Instead of a polite response from Lord George, he wrote to me on NATO headed paper, as NATO/OTAN, Secretary General, The Rt. Hon. Lord Robertson of Port Ellen, stating that he knew of no inquiry into any allegations, considered my letter an impertinence, would not be answering any questions and would copy this response to the Chief Constable of Central Scotland Police. I firmly responded to this aggressive response.

I later learned that he had asked Andrew Cameron, Chief Constable of Central Scotland Police to investigate me! My solicitor was later advised by the police that these investigations were limited to basic background information checks against me to establish my motive in asking the questions of Lord Robertson, who they said, they had a responsibility of protection for, given that he was a prominent public figure.

This much I was able to establish from police correspondence as a result of FOI requests, but I was unable to access the full extent of this request, as Lord George would not agree to allow the police to release his correspondence to me on the matter. Similarly he would not accede to my lawyer’s FOI requests via NATO HQ, from where he had sent his letters.LINK

But protection for Lord George from what? Polite, genuine questions of public interest. And what of the police’s duty to me, and those the allegations concerned?

When complaints involve the great and good the complainer may be the one who is investigated.

I am sure that Savile would have made this point to anyone who had the temerity to say they intended to complain about him.

Finally, there is a link in the case of Savile and the efforts of The Housemaster, who wrote a valedictory note to David Ross, at that time a reporter with the Scotsman, a copy of which was sent to me. It was a somewhat melodramatic though poignant synopsis of his efforts, it told of all the people he had contacted with his allegations, but who failed to help him (including Esther Rantzen who he had contacted, but she ignored him, just like she ignored the “green room gossip“.) and ended in the words: “I can do no more now“. Footnote 1: Since Lord Burton has now passed on I can reveal that the Law Lord who bullied him to stop asking questions about Dunblane was Lord Fraser of Carmyllie. This was revealed to me in telephone conversations with Lord Burton, and reference was made to the incident in the Marcello Mega article in the News of the World, but he only identified him to me in confidence. The obligation of confidentiality is no longer relevant as he appeared to be afraid of Lord Fraser who is also departed.

21st February 2016 (26 years after a housemaster complained to police) it seems as if the irregularities at Queen Victoria School Dunblane that allowed Thomas Hamilton privileges at the school are to be investigated. LINK

13th March 2017, on the 21st anniversary of the Dunblane massacre the ex-housemaster at Queen Victoria School, Dunblane, is still pursuing his complaint that the police failed to deal with his allegations of suspected abuse and the presence of unauthorised visitors to the school including Thomas Hamilton.

Sunday 2nd April 2017, The Sunday Times (Scottish edition), has a front page exclusive on the news that two cases of sexual abuse having QVS perpetrator have been reported to the police increasing the pressure on that school being included in Lady Smith’s sexual abuse inquiry. LINK

Update: 20 September 2018. The Scotsman reports that QVS which is linked to the Dunblane killer Thomas Hamilton will feature in Lady Smith’s Sexual Abuse Inquiry. LINK

Update: 15 December 2020. The Courier reports that a former pupil had received criminal damages compensation for abuse he suffered at QVS and he is currently suing the MOD. LINK

Update: 09 January 2021. The Scottish Child Abuse lnquiry under Lady Smith which was due to commence taking evidence regarding abuse at boarding schools has been postponed due to the Covid19 pandemic. This is a surprising development given that it comes at a time when the Scottish Government is promoting online schooling and other activities which like the inquiry lend themselves to video/online transmission. Indeed it is a well established fact that victims of abuse are more likely to come forward to give evidence by video link than make a personal appearance due to the stress associated with the latter.
