Although it was not even what to do after the event in Brussels.
Public transport stopped. Museums and schools were closed. Canceled meetings in all institutions including the European Parliament. French border was closed. People "Stay where you are" was instructed.
Security has been increased to the highest level. University evacuated. Nuclear power plant was evacuated.
Restrictions were introduced to the media.
Most of the measures to be taken against terrorism, yet it seems that the Belgian exaggerating.
Only Belgium is not particularly France and other European countries, including England also went on alert.
Prime Minister of France "at war," he said. France and the UK Government have made extraordinary security meeting.
Belgium's supposed to be ready for it. According to the BBC's security correspondent Frank Gardner, who lived in Brussels "not surprised."

Turkish media now claims operatives from the clandestine Cold War Operation Gladio took part in the bloodbath which killed 294 people and injured more than 1,400 others.

Turkey's government says the coup attempt was orchestrated by followers of Fethullah Gulen, a Muslim cleric who has lived in self-imposed exile in the United States since 1999.

Mr Gulen denies the charge and has condemned the coup.

Conspiracy theories over foreign involvement have been fuelled by Turkish media, with some claiming Mr Gulen is a member of the NATO secret army.

Operation Gladio was the codename for a clandestine NATO operation in Italy during the Cold War to prepare for and carry out armed resistance there in the event of a Warsaw Pact invasion and conquest.

Turkish journalist Ozcan Tikit wrote in Turkish newspaper Habertürk: “If one wants to again create relationship of trust with the Western institutions, Gladio in Turkey must be eliminated as it already was in several Western countries.”


President Erdogan is said to be determined to remove Gladio from Turkey.

Turkish propaganda claims the secret network is responsible for a number of political murders in the country.

The claim comes just days after President Erdogan fuelled speculation that the United States was involved in the coup.

He told Turkish media that Gulen was a pawn backed by a “mastermind”.

The Turkish President often refers to a "mastermind" in his speeches, a reference widely seen as an allusion to the West in general and the United States (US) more specifically.

The US has denied any involvement and any prior knowledge of the failed attempt to overthrow the government.

Turkey is currently under a state of emergency.

Since the failed coup President Erdogan’s government has rounded up 60,000 people including rebels, judges, civil servants and teachers.

Turkish politicians have been frustrated by US and European criticism of the purge that has followed the coup, accusing the West of greater concern about the rights of the plotters than the gravity of the threat to a NATO member state.

As part of the crackdown President Erdogan has issued two decrees dismissing around 3,000 members of NATO's second-biggest armed forces since the coup, including more than 40 per cent of generals.

He has also shut down military high schools and brought force commanders under tighter government control.

Zurich: A covert Swiss Cold War paramilitary group that operated largely outside civilian oversight until 1990 is back in the news after top-secret documents linked to the organisation vanished from official archives.

The group, called "Projekt 26" or P-26, had roots in the 1950s when the Swiss military began assembling a guerrilla-style force to resist a Communist invasion. P-26 was disbanded in 1990 after revelations of its existence prompted a public scandal.

This week the Tages-Anzeiger newspaper reported the Federal Department of Defence could not find 27 unpublished folders and dossiers from an investigation into the group three decades ago.

Critics fear the documents were destroyed or intentionally misplaced to hide embarrassing details about neutral Switzerland's surreptitious advances toward NATO or clandestine ties to foreign spy agencies.

"There are three possibilities: The papers were shredded, hidden or lost, in that order of likelihood," said Josef Lang, a historian and former Swiss parliament member.

"But even if the most innocent option is the case, that's also a scandal."

A Defence Department spokesman told Reuters that efforts to locate the missing documents continued.

"Defence Department and Federal Archives staff are sifting through papers now," the spokesman said. "Whether documents have been destroyed is pure speculation for now."

Secret Cold War-era groups such as P-26 were not uncommon in Europe, whose NATO members feared a Warsaw Pact attack and organised "stay behind" units with orders to operate behind enemy lines in case of a Soviet invasion.

A paramilitary network historians say was supported mostly by the United States and Britain included units in Italy, Belgium, France, Greece, West Germany and the Netherlands.

In 1991, Switzerland's probe into P-26 concluded that while it was not part of any "international resistance network", it had unusually intense ties to British agents starting in 1967.

"Though the loyalty of former chiefs of staff was never in doubt, it is alarming that the British services knew more about P-26 than the Swiss government did," the government wrote at the time, calling unilateral military initiatives without civilian oversight "intolerable".

Lang contended there may be much more in the missing documents than the scant details that have been released previously, including whether P-26 ever had any plans to intervene in Swiss domestic affairs.

"P-26 exemplifies the Cold War hysteria that, at least partially, undermined Swiss democratic institutions," Lang said.​

Swiss soldiers: The military is neutral but links to Nato have emerged
A long-awaited report into a top-secret Cold War unit of the Swiss army has finally been published, 27 years after it was written.
The Cornu report reveals that neutral Switzerland had surprisingly close co-operation with the UK - a Nato member.
But some readers are disappointed; the full details were heavily redacted by the Swiss government.
P-26, a 400-strong Swiss army unit, was designed to "stay behind" and resist a possible Soviet invasion.
The report is named after Swiss judge Pierre Cornu, who wrote it.
When the existence of P-26 came to light in 1991, the limited information about it suggested its officers had co-operated closely with a number of Nato member states.
British connection
Of particular concern were rumours - now confirmed with the partial publication of the report - that P-26 had very close ties with British security services, chief among them MI5 and MI6.
The Swiss unit regularly travelled to Britain, where its members, often using fake IDs, were trained in guerrilla warfare, including sabotage techniques.
One particular exercise taught participants how to blow up oil refineries while another involved jumping from a moving helicopter on to the deck of a surfacing submarine.

P-26 also had plans to relocate its command centre to Britain, should Switzerland be invaded. Equipment for the relocation was stored in a safe in the Swiss embassy in London.
Most controversial of all, P-26 purchased the "Harpoon" encrypted communication system, the very same system in use by a network of "stay behind" military units across Nato member states. Neutral Switzerland, therefore, looked to be preparing to co-operate with Nato in the event of war in Europe.

The existence of a Swiss "stay behind" unit would not in itself be controversial. Switzerland had similar plans to resist a German invasion during World War Two; the Swiss Alps are still riddled with defensive redoubts, to which the army planned to retreat and then harry the invading Germans from on high.

But P-26 caused controversy precisely because its existence was kept secret.
Switzerland's parliament, which is supposed to have oversight of all military expenditure, was not informed when it was set up in 1979, and even the seven-member Swiss government received only sketchy details.
And while Switzerland's elected politicians and its taxpayers were kept in the dark, the UK security services, who regularly came to Switzerland to assess P-26, knew every last detail about the secret unit.
The co-operation with Nato member Britain seems to some at least to have compromised Switzerland's strict neutrality.
Government and parliament were bypassed, as well as Swiss voters who, under Switzerland's system of direct democracy, are supposed to have the final say on important policies.
No names
Now that the report has finally been published, the suspicions that Swiss military leaders viewed neutrality as rather flexible appear to have been confirmed.
But the fact that the report has been redacted means that the names of those involved, Swiss, British and others, have not been revealed. Specific locations have also been censored.
The Swiss government says the continued secrecy is necessary to protect individuals mentioned in the report who are still alive.
Critics argue that those who operated a clandestine military unit without the permission of parliament or voters should be held accountable.
Suspicions have increased with the news, confirmed by Switzerland's defence department, that 27 files related to P-26 have disappeared.
For now though, Swiss voters and taxpayers will have to be patient. The full report remains subject to a 50-year secrecy rule, which means it cannot be published until 2041.
